Job Description:

Definition of Minimum Requirements and Further Development of Compliance Standards

  • Supporting and advising HBS-GTC in the definition, design, and further development of group-wide (minimum) process requirements relating to export control and sanctions laws, taking into account local legal requirements that may apply or conflict within the Area of Responsibility.
  • Supporting the implementation of process requirements within the Area of Responsibility in accordance with the requirements of HBS-GTC and OpCo-GTC.
  • Supporting the regular review of the adequacy and effectiveness of processes.
  • Independently issuing Regional Directives for purely local export control and sanctions matters.

Regulatory Monitoring within the Area of Responsibility

  • Monitoring and assessing changes in local export control and sanctions regulations within the Area of Responsibility assigned to the Regional Center.
  • Reviewing and evaluating the impact of local legal changes within the Area of Responsibility on the Heraeus Group and its (i) local and (ii) global business activities in cooperation and alignment with HBS-GTC.
  • Developing and, where necessary, implementing measures in response to local legal changes within the Area of Responsibility in cooperation and alignment with HBS-GTC.

Review of Business Activities, Customer and Product Reviews, and Individual Decisions

  • Reviewing business activities within the Area of Responsibility for compliance with local export control and sanctions laws and making final decisions regarding approval or prohibition of such activities (including decisions on conditions (“guardrails”) that must be fulfilled for approval).
  • Stopping export control- and sanctions-relevant business activities if such activities have not already been stopped by OpCo-GTC, the respective Operating Company (OpCo), or the Legal Entity (LE).
  • Supporting and coordinating business partner-, transaction-, and product-related reviews (e.g., customer classification, customer due diligence, red flag processes), particularly with regard to local requirements and specificities.
  • Supporting and coordinating contract negotiations with business partners (e.g., End Use Certificates, supplier clauses, and customer clauses), particularly with regard to local requirements and specificities.
  • Reviewing business models from an export controls and sanctions perspective regarding compliance with local export control and sanctions laws.
  • Preparing and obtaining final approval for regulatory filings and other proceedings with governmental authorities within the Area of Responsibility in cooperation and alignment with OpCo-GTC.
  • Conducting product classifications in cases to be further specified by HBS-GTC and/or OpCo-GTC.
  • Supporting OpCo-GTC and TCM in screening business partners against local sanctions lists (including the review and assessment of the relevance of actual matches on local sanctions lists within the Area of Responsibility).

Individual Instructions

  • Responsibility for the content, determination of recipients, and (following coordination with and approval by HBS-GTC) distribution of individual instructions to ensure export control and sanctions compliance (e.g., stop orders to ensure compliance with local laws, industry- or product-specific instructions, and impact assessments following regulatory changes), insofar as local export control or sanctions laws are concerned.
  • Responsibility for monitoring the implementation of the above-mentioned individual instructions within the affected Legal Entities.
  • Communicating and supporting the implementation of individual instructions issued by HBS-GTC or OpCo-GTC to ensure export control and sanctions compliance within the Area of Responsibility (particularly where conflicts with local legal requirements may arise).

Knowledge Management

  • Acting as the first point of contact for export control and sanctions matters within the Area of Responsibility, insofar as such matters are purely local in nature.
  • Consolidating local training topics and forwarding them to HBS-GTC.
  • Identifying training needs regarding local compliance topics.
  • Preparing and approving training materials for local training topics and coordinating the preparation of materials for other training activities.
  • Conducting and approving training measures on local training topics and coordinating the implementation of other training activities.
  • Implementing professional exchange and knowledge-sharing formats at the local level.


Minimum Qualifications

  • Successfully completed university degree in Law, Business Administration, International Trade, Customs Administration, or a comparable qualification.
  • At least 5 years of professional experience in Trade Compliance, Export Controls, or Sanctions, preferably in an internationally operating company with relevance to the respective region.
  • [China/Singapore: Professional experience in the semiconductor industry.]
  • In-depth knowledge of the applicable national and international trade, export control, and sanctions regulations, as well as common international trade and sanctions regimes.
  • Understanding of the interaction between national laws and extraterritorial regulations (e.g., U.S. re-export controls).
  • Proficiency in ERP and trade compliance systems (e.g., SAP GTS or comparable local solutions).
  • Demonstrated ability to provide practical, business-oriented advice in a complex multinational environment.
  • Excellent stakeholder management and influencing skills.
  • Strong analytical, problem-solving, and risk-assessment capabilities.
  • Fluent English and Mandarin Chinese, both written and spoken.
  • Strong intercultural communication skills, assertiveness, and a high level of integrity.
  • Strategic thinker with strong business acumen.
  • Ability to work independently while collaborating effectively across functions and regions.


Preferred

  • Experience advising technology, manufacturing, semiconductor, telecommunications, or other highly regulated industries.
  • Experience supporting China-related and global cross-border operations.
  • Familiarity with China's Export Control Law, Anti-Foreign Sanctions Law, Unreliable Entity List regime, dual-use export control regulations, and related trade regulatory frameworks.
